The Georgia Water Stewardship Act went into effect statewide on June 2, 2010. It allows daily outdoor watering for purposes of planting, growing, managing, or maintaining ground cover, trees, shrubs, or other plants only between the hours of 4:00 PM and 10:00 AM by anyone whose water is supplied by a water system permitted by the Environmental Protection Division.
The following outdoor water uses also are allowed daily at any time of the day by anyone:
- Commercial agricultural operations as defined in Code Section 1-3-3;
- Capture and reuse of cooling system condensate or storm water in compliance with applicable local ordinances and state guidelines;
- Reuse of gray water in compliance with Code Section 31-3-5.2 and applicable local board of health regulations adopted pursuant thereto;
- Use of reclaimed waste water by a designated user from a system permitted by the Environmental Protection Division of the department to provide reclaimed waste water;
- Irrigation of personal food gardens;
- Irrigation of new and replanted plant, seed, or turf in landscapes, golf courses, or sports turf fields during installation and for a period of 30 days immediately following the date of installation;
- Drip irrigation or irrigation using soaker hoses;
- Handwatering with a hose with automatic cutoff or handheld container;
- Use of water withdrawn from private water wells or surface water by an owner or operator of property if such well or surface water is on said property;
- Irrigation of horticultural crops held for sale, resale, or installation;
- Irrigation of athletic fields, golf courses, or public turf grass recreational areas;
- Installation, maintenance, or calibration of irrigation systems; or
- Hydroseeding.

Semi-Automated Garbage Collection: Why is the City changing the way it collects curbside garbage?
In January 2018, the City introduced a Pilot Program for semi-automated curbside collection of residential garbage. Due to the success of this program, Mayor and Council approved moving forward with citywide implementation. This program features an automatic system that lifts uniform containers and dumps the trash into the back of the truck. This program was adopted by Mayor and Council to provide a safer and more efficient collection of residential garbage.

The new containers will be delivered curbside to your home on or around mid-to late November 2018.

Please watch for your new container that will be delivered curbside and begin using it on the next scheduled day for your household garbage collection.

Semi-Automated Garbage Collection: What do I do with my old containers?
The City will no longer collect household garbage from personal containers after residents receive City-provided containers. Residents are responsible for proper disposal of old containers. Containers may be used to hold yard waste, placed in the City-provided container for collection or disposed at a landfill of choice. Unfortunately, the City is not able to recycle old containers. The material these containers are made of are not recyclable.
Containers that are no longer needed or used can be brought to the City of Roswell Transfer Station, 1810 Hembree Road, Monday through Friday between the hours of 7:00 AM and 4:00 PM. The City Transfer Station will accept up to 3 cans per individual. Customers may also place their old can inside their new can for disposal. To moderate the peak trash volume generated during the Holidays, we request customers wait until February to dispose of old cans.
Groups of homeowners and Homeowner Associations can arrange for bulk collection and disposal from a number of vendors for a fee, provided the vendor disposes of cans in a permitted landfill, such as the

Sanitation: When will my rates change? Why?
- Rates will increase by $3.98 on January 1, 2019 and 3% each July 1st starting in 2020 through 2023.
- Since the last rate increase in 2004, several factors have led to increased costs:
- Contract increases for Recycling and Yard Waste services
- Contract increases for disposal of collected waste (landfill fees)
- Inflationary increases in both operating expenses (fuel) and capital costs (vehicles)
- The new rates allow for The City to continue with current service levels, which include:
- Solid Waste Services chosen by resident (standard or premium service)
- Weekly curbside recycling (including continuation of curbside glass collection)
- Weekly collection of yard waste
- Recycling Center services
- Transfer Station services
